No matter how many websites you own, you won’t get penalized for playing by the rules. The webspam team penalized the page on www.google.com/chrome, dropping its Pagerank for two months. If Google penalizes their own content, nobody can circumvent the rules. Set strict rules for anchor text. That’s not allowed.
